Reference correspondence ending your telegram 2519 dated 6th July, to Viceroy of Indiaj Control of Opium.
Several local difficulties present themselves.
It is not easy to control British ships shipping opium, 88: (1) They stay only short while in port, and do not
deposit the articles.
(2) Destination of the opium usually unknown to the
Kasters.
(3) Proposed King's Regulation would not control opium
exported from Persia, but will accentuate the tendency to charter Japanese or Chinese boats for the express purpose of carrying opium.
Within the last few days two Japanese and one Chinese boats have visited Bushire for opium.
